I guess it just depends on your definition of "Working", now doesn't it?

The Cato Institute bills itself as 'Libertarian'. This is being economical (ha ha) with the truth. Freedom and Democracy and Security are buzzwords to these people, deceitfully bandied about in their unremitting attempts to convert the entire world to the worshipping of Mammon.
